Proverbs 16:29-30
29 A violent person entices their neighbor and leads them down a path that is not good.
30 Whoever winks with their eye is plotting perversity; whoever purses their lips is bent on evil.

Proverbs 10:10 "He that winketh with the eye causeth sorrow: but a prating fool shall fall." This proverb is the rare case where vice is not contrasted with virtue but instead with vice. This proverb is not meant to recommend one vice over another or to suggest that a particular evil is better than any other.

19 Do not let those gloat over me who are my enemies without cause; do not let those who hate me without reason maliciously wink the eye.
